Who lobbied for this law? What was the driving force behind it?
I'd like to make an insightful comment about this whole thing but I can't because my brain hits a brick wall trying to figure out who thought this was a good idea. I have a hard time believing it was a super strong childcare workers lobby...but maybe it was. This is Michigan.

This is the stupidest thing I've ever heard.
Also, I'd like to know who turned this woman in. I mean, it's not like people are walking around asking, "is that your kid playing in your yard? It's not? Why are they here? are you BABYSITTING?!"
and do you need that certification to have kids over to play at your house? what if their parents aren't at their home, but out running errands, while your kids play. THEN are you babysitting?
The whole thing is stupid, but mostly I want to know who tattled, and if they'd like to move to Chicago and clean my house, since they clearly have so much time on their hands.
According to the Michigan law you cannot have your kids go to a non-relative's house more than 28 times in a year....if you do, your friend is running a daycare.
